 As we publish a free listing contests & sweepstakes available to Canadian residents, we have people repeatedly asking us, why is Quebec excluded from Canadian contests most of the time? We have found a straightforward answer to this question on one Canadian site and would like to share the answer with you.

Important Information For Residents of Quebec
Thank you for your interest in our contest. We understand your disappointment and hope the following will clarify reasons behind exclusion of contestants from Quebec. When a contest is run in Quebec, approval must be received from a separate body called the "Regie des alcools, des courses et des jeux." This board is set up by the Quebec provincial government and regulations are strict. The approval process involves fees and weeks of applications, justifications and reports. While we would love to include Quebec contestants, the long approval process and associated expenses present significant challenges when faced with time-sensitive contests.''

So at least some people say it clearly. Some other say it a little more loudly :

Q: Why is the contest not available to residents of Quebec?
A: Unlike the rest of Canada, contests must be registered on the provincial level in Quebec. This means that all contests, in order to include residents of Quebec, must be registered with an overseeing agency known as the "Regie des Alcools, des Courses et des Jeux" or the RACJ for short. Registration of a contest or sweepstakes requires the applicant to pay a fee, fill out some forms and ensure all contest instructions are in both french and english. The fee charged ranges from 3% to 10% of the value of the prize. Companies must also put up a bond that equals the value of the prize if it is over $1,000 CDN so in the event of a bankruptcy the winner still receives their prize. These fees and registration requirements deter most companies, including AlwaysContests.com, from offering their contests to Quebec residents.

So as we publish a listing of contests from all canadian provinces we have setup a separate section for Quebec eligible contests but we noticed that ARV of prizes given was lower and that contests were hard to find to fit in that section, probably a consequense of these restricting laws.

That is, in our opinion, too bad for Quebec, from a business standpoint as they deter companys from investing in business promotion in their province and get very little from the big bucks associated with publicity campaign; as we all know that contests are only part of a widespread ad campaings along with TV spots, radio spots, advertising agencies involved etc.
